Various criminal groups and organizations have been able to establish themselves throughout the world via the use of technology, primarily the internet. One of the most significant challenges in this arena has been terror groups, which have embraced the internet to spread propaganda and recruit others to their extremist ideologies. Today, technology has become complicated, and therefore, it’s not as simple as one might think we can use it for counterterrorism. The same way governments, technology companies, and nonprofit organizations have used different technology tools to fight terrorist propaganda online; on the other hand, terrorist groups don’t confine their efforts to one social media service or online distribution mechanism. Instead, they try a variety of avenues to get their message out. Today, technological advancement on the good side is providing us with the hope that AI (Artificial Intelligence) will become a more critical tool in the arsenal of protection and safety on the internet and on social media against terrorism.
A policy that I think should be put in place to target one area of national security and/or terrorism online is a distributing mechanism to assign Identification system that will capture all users’ biometric information on network mediums found on the internet, based on their geographical locations. With AI becoming a more critical tool and this kind of policy in place, they would guide in knowing exactly where and who to look for to help prevent terroristic activities online or better protect people in the online environment. It is critical to obtain information about the identity, goals, plans, and vulnerabilities of terrorists. No other single policy effort is more essential in preventing, preempting, and responding to potentials and attacks.

I do not think we are winning the war on terrorism online. I do, however, think we are likely fighting a steady fight. One of the main issues is that the internet provides people the ability to become radicalized quickly (Von Behr, Reding, Edwards, & Gribbon , 2013, p. 15). The internet allows individuals to find like-minded people, which can provide a support system for terrorism. The First Amendment gives individuals free speech, so the government cannot legally ban people from sharing their beliefs (Constitution of the United States, n.d.). Social media only perpetuates the issues. For example, many terrorists routinely use Twitter to share their ideals (Bates & Mooney, 2014). There needs to be a policy that allows agents to follow suspected terrorists based upon their web searches as well as key words they may say online. The PATRIOT Act is helpful, but it only works when a suspected terrorist is identified. Once a program or investigator finds certain rhetoric from individuals, then they should be automatically added to a watchlist. Once a person is added to a watchlist, The PATRIOT Act should be enacted against them. These people need to be monitored. It is a likely impossibility that our free speech will be taken away from us. However, ‘speech’ can turn into actual violence. Adding these individuals to a watchlist can track them and hopefully thwart any attacks before they can be completed. Adding them to a watchlist automatically also would likely bring other suspected terrorist they interact with. The rights of people need to be protected, however, the security of citizens must also be protected!
