The project charter provides an overview of the proposed project and is a working plan for how it will be executed. It contains key information including the who, what, when, and where of the project and how it will be conducted. For this assignment, you will use information from the interview you conducted and the template linked in Resources to develop the first part of the project charter for your project.

I have been privileged to work with different organizations as a leader and I have also seen gaps with the healthcare system. A major gap that this organization is facing is how to care for self-pay patients who are undocumented. We all know that when a patient presents to a facility, EMTALA applies and some of those patients will receive emergency Medicaid while they are in-patient. After discharge they are left without a lot of resources. This is an area that Dr. A has been pushing to the front line when he first joined the organization. This is just not an issue here in Texas but an issue all over the world. Education is key when letting patients know what resources they have available. There exists a gap in cost and quality of care. The difference between quality and value of care connects to public health strategic priority that the state and national governments are attempting to address. For instance, with the implementation of the affordable care act, this presents a challenge to the health institution on the ground because it is the responsibility of the revenue director to determine how the two elements can balance. Patient safety comes firsthand it is the primary duty of the healthcare institution to ensure they respond to the aspect of security (Peden, 2015). Within the context of the healthcare system, I intend to ensure that in every policy drafting safety of patients takes center stage.
