a brief description of the position you selected from the NASW policy statement on child abuse and neglect.

I chose the policy regarding , “Child maltreatment issues and concerns do not operate in isolation. To improve the service delivery in the area of child abuse and neglect, those systems that run parallel – mental health, substance abuse, domestic abuse, homelessness, and health care- need to be enhanced to effectively develop a service continuum directed at safety for children.” (NASW, 2009).

Describe a policy initiative you might introduce to further that position.

I think this could help the policy by promoting incentives for BSW and MSW students to pursue working within the child welfare system. There is a dark cloud that hangs over this system as many state and local departments are underfunded, understaffed and underpaid, therefore deterring students starting out fresh in the field from working within these types of systems. By offering loan forgiveness, “educational leave” for current child welfare workers and stipends for current students. In addition, social workers and those who work and care for these children and families must be paid accordingly, be provided appropriate training and be given “manageable” caseloads to be fully effective.

Finally, describe the policies that already exist in your state and explain how your initiative might alter these existing policies.

In the state of NC, they have the CHILD ABUSE PREVENTION AND TREATMENT ACT OF 1974- (CAPTA). The objective of CAPTA is “to support and improve State child protective services systems in one or more of the 24 program areas. CAPTA requires that states must certify they either already have policies and procedures in place, or state laws that meet these eligibility additions”

North Carolina uses its Basic State Grant award to fund several programs through contractual agreements. The Division of Social Services has contracts with the following programs to fulfill its CAPTA State Plan:

Prevent Child Abuse North Carolina: This contract provides for the development and implementation of a comprehensive statewide public education campaign for the prevention of child abuse and neglect and a coordinated statewide and local response.

N.C. Exchange/Exchangette Foundation for the Prevention of Child Abuse: This contract provides for parent aide intervention, parenting classes, crisis lines, and public awareness services through 7 local Exchange Child Abuse Prevention Centers throughout the State.

University of North Carolina at Chapel Hill, School of Medicine, Family Support Network of North Carolina: This contract supports the Family Support Network, Foster Family Project that provides information and emotional support for foster families who are providing care for children who have special medical needs or who are medically fragile, including disabled infants.

University of North Carolina at Chapel Hill, School of Social Work, Jordan Institute for Families: This contract supports excellence in family and child welfare services across the State by assisting the Division and county social services providers in the delivery of systematic, high quality services through training, research and technical assistance activities. Contract services include new curriculum development, provision of training, and technical assistance in support of training to improve the child protection system at the county level across the State. Contracts with the Division of Social Services are awarded on an annual basis.

With a policy that encourages higher education, training programs and incentives, the system could benefit more within these four programs alone. It is easy to recognize that the University of North Carolina at Chapel Hill, has the resources to assist the Division and county social services with “training, research and technical assistance”, but there should be more opportunities and policies coming from the State itself not a college or University.

A brief description of the position you selected from the NASW policy statement on child abuse and neglect:

The policy statement, I selected from NASW: “Immigrant children should have the same rights and protections as children who are citizens of this country” (NASW,2009). This is a great policy statement, and I totally agree that immigrant children should get equal treatment when considering being victims of child abuse and neglect. They should be entitled to the same rights if any of these problems occur just like children of the United States. Social workers should also remember to practice cultural competence, when working with other diversities and remember not to be bias towards cultures.

Describe a policy initiative you might introduce to further that position:

A policy initiative, I may introduce to further this position, things to help with immigrant children would be to support children in need, never discriminate because of race. Speak up for immigrant children, help advocate for this population when looking into child abuse and neglect they deserve to be protected. cultural diversities seem to get lack of assistance because parents lack have low levels of education, and they are poor. Also, children often get a negative reception in the U.S. poor support from government agencies and often generalized discrimination. This would help with lesser discrimination towards other cultural diversities. According to child welfare: Culturally competent practice with immigrant families requires workers to understand families’ immigration status and the laws and policies that affect their families. Workers also need to be aware of the many organizations that can play a role with families depending on their immigration status (Child Welfare, 2018).

Child welfare professionals may not be familiar with federal and state policies that affect immigrant children. Many undocumented children involved with the child welfare system may be eligible for special forms of immigration relief, and some may be eligible for citizenship. Caseworkers must understand the resources and programs available to immigrant children so that they can educate their clients and make appropriate referral. Child welfare states:” Since its inception in 1912, the U.S. Department of Health and Human Services’ (HHS’s) Children’s Bureau has worked to ensure children and families have the support and resources they need to better their lives. Often, this mission has included programs specifically for immigrant children” (Child Welfare ,2015). This policy would initially protect children immigrants when consider victims of child abuse.
