I believe this duty is owed to those who are in need of the facilities. Emergency rooms nation wide have seen an uptick in patients. Most patients are there with influenza or other minor ailments. Hospitals serve their communities, so I would say that the community needs come before others. Someone who is having issues managing a chronic illness should come before someone with the common cold. As long as the patient is stabilized, the patient should be discharged. Hospital staff needs to know how many empty beds are available. This helps with planning ahead in case a major catastrophe takes place. Hospital staff is highly trained in the arts of working under pressure when it comes to catastrophic events.

Shareholders play a big role in hospital needs. If by chance a shareholder needs a bed, one should be available. But, if that shareholder is stabilized, he/she should be released.

As for the beds should be reserved for who needs them, this is true. I have seen many people in the hospital waiting areas that were not sick. They may have had a small cough. But, I know that there needs to be beds for those who come in dehydrated and malnourished due to chronic illnesses.

It is a catch 22, if you will. Who determines if a person is sick enough to be in the hospital? I know the doctor will examine a patient. I know the doctor will ultimately decide. What if the doctor decides wrong, and a patient needs to be hospitalized but was sent home? There are so many what-ifs that one really does not know for sure who should have the beds.

After 2001, when the US overthrew the Taliban government in Afghanistan, the US began a process of regime change – creating a new democratic regime to replace Afghanistan’s previous authoritarian regime. Afghanistan was suffering many years of ethnic and sectarian conflict. Imagine you are an advisor briefing the U.S. president and Afghan leaders on how to design Afghanistan’s new democratic regime. In doing so, you must describe the pros and cons of each selection (i.e., the form of government, electoral system, degree of decentralization, choice of judicial review or not, and the pros and cons of your favored combination) and explain why your choice is superior to alternatives.
  • Support your argument with evidence (e.g., examples from other countries) as well as relevant information from the attached Afghanistan case study.
