Abstract
Reducing greenhouse gas emissions has gradually become the focus around the world, and the use of fossil fuels to generate large amounts of carbon dioxide in power generation has also received more environmental attention. The need for extensive public dialogue on alternative energy futures has become more urgent. At the same time, the scale and frequency of power restrictions due to various reasons seem to be related to the public dialogue on alternative energy futures. This research aims to investigate and compare the reliability of different electrical systems and their impact on consumer adoption of alternatives behind-the-meter assets. The researcher conducted a comparative analysis on the reliability of power systems in California and Germany and the purpose behind the adoption of behind-the-meter assets by consumers in these two places. The researcher compared the reliability indicators SAIDI, SAIFI, and consumers’ perceptions of alternative energy sources. The consumers’ focus on BTM assets also include other factors that may affect consumers’ consumption decisions, such as electricity prices, environmental awareness, and government subsidies. It turns out that Germans with a stable power system use alternative energy because of high electricity prices and advanced environmental awareness. They are not bothered by power restrictions, nor are they concerned about alternative energy sources because of power problems. Californians are troubled by power outages and hope to use alternative energy sources to improve their status. Therefore, the conclusion of this study is that the scale and frequency of power restrictions are related to the public dialogue on alternative energy futures. Unreliable power systems will increase consumers’ attention to alternative energy, however, policy support, especially economic support, will affect consumers’ adoption of alternative energy, even if consumers have a great interest in alternative energy.

Since the 1960s, the most dramatic conventions were held in 1976 and 1980, as Republican and Democratic challengers for the nominations attempted to challenge the results of the primary and change the party’s nominee. Although both Ronald Reagan and Ted Kennedy were unsuccessful, their convention speeches pushed their parties in new directions. This year, the party conventions have been upended by the coronavirus pandemic. There was no convention hall full of cheering delegates, politicians were limited to shorter speeches, and there was a general “sponsored by Zoom” feeling to the events. So, is there still a need for political conventions if the outcome is pretty much decided before the crowds gather (or log on)?
